A. JOB DESCRIPTION AND ELIGIBILITY

1. General remarks

The European Parliament has decided to open the procedure for filling three temporary staff member posts (AD 7) in the Directorate-General for Information Technologies and Cybersecurity (DG ITEC). The profile sought is that of an ICT applications specialist. 

The contract will be concluded for an indefinite period. Recruitment will be at grade AD 7, first step, the basic salary for which is EUR 7 646,86 per month. This salary is subject to European Union tax and to the other deductions provided for by the Conditions of Employment of Other Servants of the European Union (CEOS). It is exempt from national tax. The step at which the successful candidates are recruited may be adjusted in accordance with their professional experience. Moreover, in given circumstances, allowances will be paid in addition to the basic salary.

2. Job description

The Directorate-General for Information Technologies and Cybersecurity (DG ITEC) provides IT and communication services to support the European Parliament’s work. It develops and maintains a multilingual internal workspace, ensuring secure access to essential documents. DG ITEC manages Parliament’s IT systems, aligns its innovation strategy with institutional needs, and oversees secure, sustainable IT infrastructure. It also handles the production and distribution of parliamentary documents and collaborates with the Publications Office for official publications.

DG ITEC is seeking ICT applications specialists to join two units with a central role in supporting Parliament’s digital transformation. 

Two posts are available in Luxembourg, both within the Solution Design and Quality Assurance Unit (DESIQUAL Unit). One candidate will be selected for each of the following services within the unit: 

-          The Technical Analysis and Interface Harmonisation Service (TAUH service), which ensures the technical design of Parliament’s IT applications. The selected candidate will act as a technical architect to modernise and optimise the application landscape.

-          The Functional Analysis, Design and Attribution Service (FASDA service), which ensures functional solution design for Parliament’s IT applications. The successful candidate will lead large-scale software acquisition and integration projects, bringing solid experience in enterprise architecture, contract negotiation and portfolio management. 

In addition, one post is available in Brussels, within the Members' Digital Experience Unit (e-MEP Unit), which focuses on delivering high-quality, personalised IT services to Members of the European Parliament. The selected candidate will coordinate frontline support, oversee mobile security checks, contribute to the IT plan and lead innovation projects, including the use of AI.

Under the authority of their supervisor and in alignment with the programmes and priorities set by Parliament’s governing bodies and relevant management, ICT applications specialists carry out several of the following activities:

·       Design, develop and maintain scalable and robust software solutions using modern programming frameworks and architectural patterns.

·       Perform technical analysis to guide application development and system optimisation.

·       Lead or contribute to the integration and deployment of software applications, ensuring high standards of performance and security.

·       Coordinate IT support activities, ensuring efficient and responsive services for end users in a demanding and dynamic environment.

·       Monitor the security and integrity of IT devices and systems, including the implementation of preventive and corrective measures.

·       Analyse user needs and emerging trends to propose and implement innovative digital solutions.

·       Participate in the planning and coordination of IT projects, including through contributions to risk assessments and reporting.

·       Represent the team in meetings, working groups and decision-making forums related to IT services and strategy.

·       Manage complex IT projects, including software acquisition and integration, ensuring timely and cost-effective delivery.

·       Facilitate collaboration between technical and non-technical stakeholders using agile delivery and other project management methodologies.

·       Conduct business analysis and gather functional and technical requirements from diverse user groups.

·       Support procurement processes and contribute to contract negotiation with external vendors or service providers.

Performing these tasks will require excellent organisational and coordination skills, resilience, a strong sense of responsibility, tact, good interpersonal skills and a strong team spirit. 

The work will entail travel between Parliament’s places of work.

3.  Eligibility 

On the closing date for applications, you must meet the following conditions:

(a)  General conditions

In accordance with Article 12(2) of the Conditions of Employment of Other Servants of the European Union, you must:

–          be a national of one of the European Union’s Member States,

–          enjoy full rights as a citizen,

–          have fulfilled any obligations imposed on you by the laws on military service.

(b) Specific conditions

(i) Qualifications required

You must have: 

-        a level of education which corresponds to completed university studies attested by a diploma in the field of computer science, computer engineering, ICT management, computer electronics or similar when the normal period of university education is four years or more, 

or

-        a level of education which corresponds to completed university studies attested by a diploma in the field of computer science, computer engineering, ICT management, computer electronics or similar and relevant professional experience as per the job description (section A.2.) of at least one year when the normal period of university education is at least three years. This year of professional experience will not be considered when calculating the required period of professional experience specified in point 3(b)(ii).

 

Diplomas, whether issued in a Member State or in a non-EU country, must be recognised by an official body of an EU Member State, such as the ministry of education.

Candidates holding diplomas issued in a non-EU country must enclose with their application an EU equivalence for their diplomas. For further information on recognition of qualifications obtained in a non-EU country in the ENIC-NARIC networks, see: https://www.enic-naric.net.

The selection committee will take account of the differences between the Member States’ education systems. Examples of the minimum qualifications required are given in the table included in the Guide for Candidates.

Candidates who fail to enclose an EU equivalence for their diplomas, where required, and candidates with diplomas not recognised by an official body of an EU Member State will not be admitted to the selection procedure.

(ii) Professional experience required

You must have at least four years’ professional experience relevant to the nature of the duties, after obtaining the qualifications required under point 3(b)(i), two of which in a European Union institution or body and/or in a national administration. 

(iii) Knowledge of languages

You must have a thorough knowledge (level C1) of one of the European Union’s official languages (language 1): Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish or Swedish, 

and

a satisfactory knowledge (level B2 minimum) of English or French (language 2).

Language 2 must be different from language 1. 

In your application form, you must therefore choose English or French as Language 2.

 

Note that the language 2 requirement for this procedure (English or French) has been determined in the interests of the services.  The tasks of an ICT applications specialist require specific skills, including in relation to monitoring, assuring assistance to different users and providing first and second-line support for IT-related issues. The newly recruited staff members must be able to understand the tasks to be carried out, resolve problems, and communicate effectively with users, management and colleagues.

 

The European Parliament employs a diverse staff working mainly in its buildings in Brussels, Luxembourg and Strasbourg. In this multilingual context, operational effectiveness rests largely on the use of French and English. These two languages are essential both to ensure that communication is smooth and efficient and that day-to-day activities are carried out successfully.

 

Knowledge of one of these languages is vital for the staff member to be able to carry out their responsibilities effectively and to meet the needs of the service in connection with the tasks they are required to perform. Those tasks will entail regular interaction with colleagues, management and external interlocutors, who mainly use these languages in their day-to-day work. In addition, training, team meetings and integration procedures for new staff are run mainly in English and French, underlining the importance of knowing at least one of these two languages. 

 

In DG ITEC, French is the language most used for internal communication, while English predominates in relations with other DGs and with Parliament’s political and administrative authorities. Satisfactory knowledge of English is essential as most of the technical documentation, software manuals and IT support resources are available primarily in English.

 

The language requirements of this selection procedure are therefore in line with long-established practice. In conclusion, restricting language 2 to English or French in this selection procedure is justified by the operational needs of the service, the requirements of the post of ICT applications specialist and the internal practices of the directorates-general in order to ensure optimum effectiveness and cohesion within the European Parliament.

 

B. PROCEDURE

The procedure is based on qualifications and tests. 

1.      Admission and assessment of qualifications (1st stage)

In assessing the candidates’ qualifications, the selection committee will take account of the following aspects (duly documented with supporting evidence clearly indicating the nature of the tasks performed, the duration of employment and the context in which the experience was acquired):

1.     Proven experience in the design, development and maintenance of modern software solutions, preferably using service-oriented or microservices-based architectures.

2.     Demonstrated ability to carry out technical analysis and contribute to software architecture decisions in the context of complex IT systems.

3.     Professional experience with the integration, deployment and lifecycle management of software applications.

4.     Professional experience in managing or coordinating IT support services, particularly in environments requiring responsiveness and adaptability to user needs.

5.     Knowledge and practical experience of IT security practices, especially related to endpoint protection, mobile device security or secure access management.

6.     Demonstrated ability to assess user requirements and address them through innovative technical solutions, including by implementing emerging technologies.

7.     Participation in the planning, monitoring and reporting of IT projects, including risk analysis and contribution to strategic or operational planning documents.

8.     Experience representing an IT service or function in cross-functional working groups, committees or coordination structures.

9.     Proven experience managing complex IT projects, ideally involving software acquisition, third-party integration or multi-stakeholder environments.

10.  Sound knowledge of project management or agile delivery methodologies, supported by practical application and/or certification (e.g. SAFe, PMI, PRINCE2).

11.  Experience in business analysis and requirements elicitation, preferably in a structured environment involving multiple user profiles or departments.

12.  Practical experience in supporting or conducting IT procurement procedures, including interactions with external vendors and involvement in contract negotiations.

13.  Professional experience in a multicultural or international working environments.

Marking: 0 to 40 points 

2.      Tests (2nd stage)

 

Written test

a            Drafting test in language 2 (English or French), to test your ability to perform the duties set out in section A, point 2, and your drafting skills.

 

Maximum time allowed: 90 minutes.

Marking: 0 to 20 points (pass mark: 10).           

 

Oral test

b            Interview with the selection committee in language 2 (English or French) to assess, taking account of all the information contained in your application file, your suitability to perform the duties set out in section A, point 2, as well as your knowledge of the European Parliament.

 

Maximum duration: 45 minutes.

Marking: 0 to 40 points (pass mark: 20).

 

These tests may be held remotely or in person.

 

You will receive instructions concerning the written and oral tests in good time. You must follow the instructions to the letter. Any failure to follow the instructions or any action not consistent with the instructions will lead to your immediate disqualification.

 

3.         List of suitable candidates

The selection committee will draw up a list of suitable candidates which will contain, in alphabetical order, the names of the nine candidates who have obtained the highest overall scores in the procedure (assessment of qualifications and tests), provided the candidate has achieved the pass mark in both tests. The lists will include any candidates tied for the final place. 

You will be informed of your results individually in writing.

The list of suitable candidates will be published on the official website of the European Parliament. 

The period of validity of the list of suitable candidates will expire on 31 December 2028. Its validity may be extended by decision of the appointing authority. If it is extended, the candidates whose names have been included on the list will be informed in good time.
