A. JOB DESCRIPTION AND ELIGIBILITY
1. General remarks
The European Parliament has decided to open the procedure for filling one temporary staff member post, in grade AD 9, in the Directorate-General for Cohesion, Agriculture and Social Policies (DG CASP). The place of work is Brussels.
The profile sought is that of Management Administrator.
The contract will be for an indefinite period. Recruitment will be at grade AD 9, first step, for which the basic salary is EUR 9 789,10 per month. This salary is subject to European Union tax and to the other deductions provided for by the Conditions of Employment of Other Servants of the European Union (CEOS). It is exempt from national tax. The step at which the successful candidate is recruited may be adjusted in accordance with their professional experience. Moreover, in certain circumstances allowances will be paid in addition to the basic salary.

2. Job description
The Directorate-General for Cohesion, Agriculture and Social Policies (DG CASP) is responsible for organising and supporting the work of parliamentary committees in the fields of cohesion policy, agriculture and rural development, fisheries, transport and tourism, and employment and social affairs.
Its mission is to ensure the smooth running of legislative and non-legislative activities by providing support and expertise to the secretariats for five standing committees and one special committee: the Committee on Regional Development (REGI); the Committee on Agriculture and Rural Development (AGRI); the Committee on Fisheries (PECH); the Committee on Transport and Tourism (TRAN); the Committee on Employment and Social Affairs (EMPL) and the Special Committee on the Housing Crisis in the European Union (HOUS).
The management administrator advises the Director-General of DG CASP and its senior management on strategies and emerging issues across the DG’s areas of activity. They contribute to the definition of organisational goals and objectives, ensure follow-up of DG activities, and act as a liaison between the Director-General, internal units and external stakeholders. The role involves coordinating and preparing the Director-General’s participation in high-level meetings of European Parliament bodies and relevant parliamentary committees, as well as representing the Director-General in working groups or other settings. The management administrator provides timely feedback to senior management, coordinates DG CASP’s contribution to horizontal administrative processes and prepares concise, high-quality briefing materials, presentations and reports. They are also responsible for monitoring compliance with administrative reporting requirements.
These responsibilities require outstanding coordination, planning and communication skills, a high degree of discretion, diplomacy, and the ability to engage effectively with stakeholders at all levels. The ability to work and find solutions independently is essential. Other essential competencies required are critical thinking to assess the implications of different options/actions, and the ability to interpret complex information and provide clear recommendations. The position also requires strong drafting skills in various formats and a proactive, collaborative mindset.
The successful candidate must be able to manage demanding workloads regularly, both independently and as part of a team, and should be comfortable working in a multicultural and multilingual work environment. In-depth knowledge of the functioning of administrative processes within an institutional setting and a sound understanding of the functioning of European Parliament parliamentary bodies are essential. The candidate needs to have an excellent understanding of the role of the EP administration in the EU legislative process and be able to quickly grasp topics related to DG CASP’s areas of expertise, in the framework of committee work.
A solid professional experience within European institutions is therefore a strong asset.
The management administrator will perform the following main duties:
Advise the Director-General and senior management on strategy development and revision, ensuring alignment with evolving legislative priorities.
– Contribute to high-level decision-making by providing well-structured, timely, and relevant input in the areas of expertise of the Directorate-General.
– Coordinate and prepare the Director-General’s participation in high level meetings of European Parliament bodies and relevant parliamentary committees and represent her when required.
– Coordinate the Directorate-General’s contributions to European Parliament administrative cross-cutting processes, engaging with multiple stakeholders and reconciling differing interests.
– Monitor and ensure compliance with reporting deadlines.
– Manage relationships with stakeholders at all levels, upholding confidentiality and demonstrating diplomacy.
– Oversee activities across the Directorate-General, facilitating communication within the hierarchy and between directorates and units.
– Prepare and draft briefing materials, notes, statistical reports, speaking points, presentations, feedback and background documents.
– Manage demanding workloads both independently and collaboratively in a multicultural, multilingual, and institutionally complex environment, drawing on in-depth knowledge of the legislative process and functioning of the European Parliament.
3. Eligibility
On the closing date for applications, you must meet the general and specific eligibility criteria.
(a) General criteria
Under Article 12(2) of the Conditions of Employment of Other Servants of the European Union, you must:
– be a national of one of the European Union’s Member States,
– enjoy full rights as a citizen,
– have fulfilled any obligations imposed on you by the laws on military service,
(b) Specific criteria
(i) Qualifications required
– a level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is four years or more,
or
a level of education which corresponds to completed university studies attested by a diploma and relevant professional experience to the job description (section 2) of at least one year when the normal period of university education is at least three years. This year of professional experience will not be considered when calculating the required period of professional experience specified in point 3.(b)(ii).
Diplomas, whether issued in a Member State or in a non-EU country, must be recognised by a competent authority of an EU Member State, such as the ministry of education.
Candidates holding diplomas issued in a non-EU country must provide an EU equivalence for their diplomas with their application. If the equivalence procedure is still on going, candidates must attach proof that a request for recognition has been submitted to the relevant national authority. The equivalence must, however, be provided before any recruitment ca take place. (ii) Professional experience required
After obtaining the qualifications giving access to the selection procedure (see point (i) above), you must have acquired the following professional experience:
– candidates must have acquired at least 10 years of professional experience relevant to the duties specified in section A.2., 5 years of which must have been gained in a national administration or in a European Union’s institutions or agencies.
(iii) Knowledge of languages
Candidates must have a thorough knowledge (level C1 minimum) of one of the European Union’s official languages (language 1): Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish or Swedish,
and
a satisfactory knowledge (level B2 minimum) of either English or French (language 2).
Language 2 must be different from language 1.

Candidates are informed that the language options for this selection procedure, i.e. candidates must have at least a satisfactory knowledge of English or French as language 2, have been laid down in the interests of the service. By virtue of the duties involved, the post of management administrator in DG CASP calls for specific skills: advice to management, analytical, drafting, technical supervision, coordination and administrative management skills. In particular, the successful candidate will work in close and continuous cooperation with the Director-General and the senior and middle management of DG CASP, contributing directly to strategic reflections, decision-making processes and high-level coordination activities. The newly recruited staff member must therefore be able to understand the tasks to be carried out, address complex issues and communicate effectively with management, colleagues and multiple stakeholders. Knowledge of at least one of these two languages is essential if the staff member is to meet their responsibilities and the needs of the service in the context of the duties they will be required to perform, notably in their role as an interface between the management of DG CASP and internal and external stakeholders. This includes the need to develop and maintain working relationships with stakeholders who mainly use English or French, and to contribute to the achievement of objectives and the delivery of projects specific to the Directorate-General for Cohesion, Agriculture and Social Policies, where exchanges at management level are conducted primarily in English and French. English and French are the primary working languages used for internal communication within the units and across the directorate-general. They are the languages predominantly used in interactions with the Director-General, Directors and Heads of Units, as well as for the preparation of briefings, speaking points, strategic notes and other document intended for senior management. They are also the most frequently used languages in dealings with the other directorates-general and with Parliament’s political and administrative authorities, when it comes to the drafting of documents. The Directorate-General for Cohesion, Agriculture and Social Policies places great importance on effective communication among its staff members. In line with vacancy notices regularly published inside and outside the European Parliament, which require at least a very good command of one of these languages and a satisfactory knowledge of the other, the limitation of language options to English and French is therefore objectively justified by the nature of the post and by the operational needs of DG CASP management. |
B. PROCEDURE
The procedure is based on qualifications and tests.
1. Admission and assessment of qualifications (1st phase)
(a) The appointing authority will draw up a list of applicants who have submitted their applications in the form required by the closing date and who meet the general conditions set out in Section A.3.(a). This will be forwarded to the selection committee with the application files.
Based solely on the information given on the application form, substantiated by supporting documents, submitted together with the application form, i.e. by the closing date for applications; (for further details see the Guide for candidates for Selection Procedures organised by the European Parliament, point 3.3):
(b) The selection committee will examine the supporting documents submitted to verify which candidates meet the specific conditions set out in Section A.3(b) for admission.
(c) The selection committee will assess the qualifications of admitted candidates using a predefined marking grid and draw up a list of the six highest-ranked eligible candidates, who will be invited to the tests. The selection committee will invite all candidates tied for the final qualifying place.
In assessing the candidates’ qualifications, the selection committee will take account of the following aspects (duly documented with supporting evidence clearly indicating the nature of the tasks performed, the duration of employment and the context in which the experience was acquire):
- qualifications and diplomas relevant to the field (law, public administration, political science, economics, financial management);
- professional experience related to the coordination of processes, files or projects within a complex administrative or institutional environment, in particular follow-up of budgetary procedures;
- proven experience in liaising across hierarchical levels, and supporting collaboration between different teams and services, in particular involving senior and high level bodies and entities;
- experience in following up and coordinating files and processes with other services and/or departments in areas such as administration, communication, compliance, in particular data protection;
- experience in assisting and ensuring follow-up of administrative projects or processes at different levels, contributing to their successful completion;
- substantial experience in drafting notes, briefings, statistical reports, speaking points and presentations;
- demonstrated experience in preparing for and participating in high-level meetings, including briefings, reporting, and coordination with institutional bodies or the political level;
- experience in representing a senior official or entity in meetings and/or working groups, related to administrative, technical or strategic matters;
- documented ability to manage sensitive and confidential information with discretion and sound judgement;
- ability to coordinate files and processes in a multilingual environment.
Marking: 0 to 20 points.
You will be informed by email whether the selection committee has decided to admit you to the tests.
2. Tests (2nd phase)
With a view to assessing candidates’ knowledge and skills relevant to the duties described above, the selection committee will hold the following tests:
Written test:
a) Drafting test in language 2 (English or French), to assess your ability to perform the duties described in point A.2., as well as you drafting skills.
Duration of the test: maximum 120 minutes
Marking: from 0 to 40 points (minimum required: 20 points)
Oral test
b) Interview with the selection committee in language 2 (English or French), to assess your ability to perform the duties described in section A.2.as well as your knowledge of the European Parliament.
Maximum duration of the test: maximum 45 minutes.
Marking: from 0 to 20 points (minimum required: 10 points).
You will receive instructions concerning the tests in good time. You must follow the instructions to the letter. Any failure to follow the instructions or any action not consistent with the instructions will lead to your immediate disqualification.
3. Lists of suitable candidates
The selection committee will draw up a list of suitable candidates which will contain, in alphabetical order, the names of the three candidates who have obtained the highest overall scores in the procedure (assessment of qualifications and tests), provided the candidate has achieved the pass mark in both tests. The list will include any candidates tied for the final place.
You will be informed in writing of your results.
The list of suitable candidates shall be valid for a period of two years, starting from 1 January of the year following the year in which the list is approved. Its validity may be extended by decision of the appointing authority.
If extended, the candidates whose names have been included on the list will be informed in good time.
