The Secretariat of the European Parliament is issuing this notice with a view to establishing a database of candidates (contract staff in function group III) in the area of buildings in its Directorate-General for Infrastructure and Logistics (DG INLO).

The database will serve as a pool of candidates for recruitment in Brussels.

Job description

DG INLO contributes to the sound management of infrastructure (buildings and their equipment) and logistics (catering, mail, removals, furniture, transport, etc.) in and between the European Parliament’s places of work.

Through their efforts, the staff of DG INLO provide essential support for the European Parliament's political work.

The Directorate for Integrated Facility Management is looking for technicians in the area of buildings to work in two units in Brussels in the following areas:

In the Brussels Integrated Facility Management Unit:

a) HVAC
b) Electricity
c) Building shells / finishings
d) Computerised Maintenance Management System (CMMS)
e) Hygiene, green spaces and keys
f) Service quality and client satisfaction

In the Brussels Upkeep Works Unit:

g) Mechanical, electrical and plumbing works
h) Finishing work
i) Draughtsperson
j) Signage

Duties:

a) HVAC:

Working with the unit member responsible for overseeing HVAC, sanitation and BMS equipment:
1) Carrying out technical and administrative supervision of the maintenance of this equipment under contracts for the operation and maintenance of technical installations
2) Preparing, helping to draft, organising, analysing and monitoring technical, administrative and financial files (specifications, invitations to tender and price requests with analysis of bids, technical reports).
3) Helping to coordinate, analysing and overseeing quality checks on the work done by outside service providers (maintenance firms, consultancies), including requests for provision of assistance
4) Coordinating the work of external service providers with Parliament’s other technical departments

b) Electricity:

Working with the unit member responsible for overseeing electrical equipment:
1) Carrying out technical and administrative supervision of the maintenance of this equipment under contracts for the operation and maintenance of technical installations
2) Preparing, helping to draft, organising, analysing and monitoring technical, administrative and financial files (specifications, invitations to tender and price requests with analysis of bids, technical reports).
3) Helping to coordinate, analysing and overseeing quality checks on the work done by outside service providers (maintenance firms, consultancies), including requests for provision of assistance
4) Coordinating the work of external service providers with Parliament’s other technical departments

c) Building shells / finishings:

Working with the unit members responsible:
1) Participating in the operational management of the contract for the inspection of building shells and finishings
2) Participating in the operational management of the contract for health and safety coordination and audits
3) Participating in the operational management of the contract for the upkeep and maintenance of building shells and finishings
4) Preparing, helping to draft, organising, analysing and monitoring technical, administrative and financial files (specifications, invitations to tender and price requests with analysis of bids, technical reports).
5) Helping to coordinate, analysing and overseeing quality checks on the work done outside service providers (maintenance firms, consultancies), including requests for provision of assistance
6) Coordinating the work of external service providers with Parliament’s other technical departments

d) Computerised Maintenance Management System (CMMS):

1) Carrying out operational management of the CMMS, including reporting (e.g. KPIs) and the preventive maintenance schedule as part of the Operational and Technical Maintenance team in the Brussels Integrated Facility Management Unit
2) Initiating, preparing, organising and overseeing improvements to the CMMS, automated reporting with KPIs/productivity and client satisfaction indicators and operation of installations

e) Hygiene, green spaces and keys:

1) Participating in the operational management of the contracts for cleaning, waste disposal and green spaces
2) Coordinating checks on the quality of the services provided and verification of the work performed
3) Participating in the administrative, budgetary and financial supervision of these contracts
4) Coordinating with Parliament’s other technical departments

f) Service quality and client satisfaction:

1) Checking the performance and quality of the work done by contractors, principally in the areas of finishings and building shells
2) Dealing with and managing requests from building occupants, in close cooperation with the contractors
3) Checking and analysing the level of client satisfaction
4) Coordinating the work of external service providers with Parliament’s other technical departments

g) Mechanical, electrical and plumbing works:

Working in the unit’s specialist team:
1) Carrying out technical and administrative supervision of HVAC, electrical and sanitation works
2) Preparing, helping to draft, organising, analysing and monitoring technical, administrative and financial files (specifications, invitations to tender and price requests with analysis of bids, technical reports)
3) Coordinating, analysing and overseeing quality checks on the work done by outside service providers (maintenance firms, consultancies)
4) Coordinating the work of external service providers with Parliament’s other technical departments

h) Finishing works:

Working with the unit members responsible:
1) Carrying out technical and administrative supervision of finishing works (partitions, wall and floor coverings, specific fitting-out work, to-measure joinery, suspended ceilings, false floors, etc.)
2) Preparing, helping to draft, organising, analysing and monitoring technical, administrative and financial files (specifications, invitations to tender and price requests with analysis of bids, technical reports)
3) Coordinating, analysing and overseeing quality checks on the work done by outside service providers (maintenance firms, consultancies)
4) Coordinating the work of external service providers with Parliament’s other technical departments

i) Draughtsperson:

1) Updating the Autocad building plans following the performance of works (architecture or mechanical, electrical and plumbing works), checking modifications made by external contractors. Taking on-site measurements
2) Checking and archiving (on paper and on the basis of electronic data) as-built files (plans, technical sheets) received from external contractors
3) Drawing up plans for architectural projects or mechanical, electrical and plumbing works
4) Providing assistance to Parliament departments in connection with paper or electronic document searches (plans, technical data, etc.)

j) Signage:

Working with the unit member responsible:
1) Developing signage solutions and concepts, using the appropriate software (Autocad, Photoshop, Illustrator, etc.)
2) Coordinating and carrying out technical and administrative supervision of signage projects
3) Preparing and drawing up technical specifications for specific calls for tender or procurement procedures, analysing bids and contractors’ technical proposals
4) Overseeing on the ground work involving signage, monitoring the schedule of works, checking the quality of the work performed and coordinating with the other departments involved

Eligibility

a. General criteria

 - Be a citizen of one of the Member States of the European Union.
 - Have fulfilled any obligations imposed by national laws concerning military service.
 - Provide character references appropriate to the performance of the duties concerned

b. Specific criteria

i. Qualifications and skills required

- A level of post-secondary education attested by a diploma, or
- a level of secondary education attested by a diploma giving access to post-secondary education, followed by at least three years’ relevant professional experience.
- Where justified in the interests of the service, equivalent professional training or professional experience

Only diplomas issued or recognised as equivalent by the relevant authorities of the EU Member States (for example, the ministry of education) will be accepted. In addition, prior to being recruited, candidates whose names are included in the database will be asked to provide documents substantiating the information contained in the application form (diplomas, certificates and other supporting documents).

ii. Knowledge of languages

Candidates must have a thorough knowledge (at least level C1 ) of one of the European Union’s official languages (language 1): Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovene, Spanish or Swedish,

and

a very good knowledge (at least level B2 (1) of English or French (language 2).

Language 2 must be different from language 1.

Candidates are informed that the two language 2 options for this procedure to establish a database, i.e. English and French, have been specified in the interests of the service and, specifically, of the Directorate-General for Infrastructure and Logistics. The persons whose names are included in the database must be able to understand the tasks to be carried out, address problems and communicate effectively with outside contact points and with their superiors and colleagues.
French is the language most commonly used to communicate within and among the units in the directorate-general. It is also the usual language of communication with external stakeholders. English is the language most frequently used in dealings with the other directorates in the Directorate-General for Infrastructure and Logistics, the other directorates-general and Parliament’s political and administrative authorities, in particular when it comes to the drafting of documents.
What is more, the instructions and rules applicable are drawn up in English and French and must be available and notified to the public in these two languages.
Accordingly, if they are to perform their duties and ensure that departments run smoothly, the persons recruited must be able, within a reasonable period after they join the service, to work and communicate effectively in at least one of these two languages.
In addition, in the interests of equality of treatment, all candidates, even if they have one of these two languages as their first official language, are required to have a satisfactory knowledge of a second language, which must be one of those two languages.

your name will be included in the database.

The decision to include your name will be based solely on the information given on the application form and in the attached documents. This information and these documents will be verified at a later date if you are recruited.

Professional experience and/or diplomas: You must use the special codes specified in the attached guide followed by a detailed description of the duties performed/the diploma. Multiple choices are possible.

This information must be substantiated by supporting documents.

The closing date for applications is 15 September 2020. Applications received after that date will not be accepted.

Inclusion of your name in the database is not a guarantee that you will be offered a job. If a contract becomes available, the recruiting services will consult the database and issue invitations to those candidates whose profiles most closely match the requirements of the post in question. If it emerges that the information they have provided is incorrect, candidates will be excluded from the procedure and their names will be removed from the database.

Since 1 July 2019 the basic monthly salary has been between EUR 2 758.47 and EUR 4 520.54 (function group III) depending on the candidate’s training and specific professional experience.
