Before applying, you must carefully read the document entitled ‘Guide for candidates in internal competitions organised by the European Parliament’ (‘the Guide’) annexed to this notice of competition.

The Guide is an integral part of the notice of competition and will help you to understand the rules governing internal competitions and the application procedure.

GUIDE FOR CANDIDATES IN INTERNAL COMPETITIONS ORGANISED BY THE EUROPEAN PARLIAMENT

 

This internal competition is being organised to establish a list of suitable candidates for posts in the field of occupational health in the European Parliament. The selection board will guarantee equal opportunities for all candidates, irrespective of the department they work for or their current or previous roles, function group and grade.

1. GENERAL REMARKS

On the basis of Article 29(1)(d) of the Staff Regulations of Officials of the European Union (‘the Staff Regulations’), the Appointing Authority has decided to organise an internal competition, based on qualifications and tests, to draw up a list of suitable candidates from which Parliament’s Secretariat may recruit medical doctors (at grade AD 10) and psychologists (at grade AD 6).

This notice of competition and the Guide form the legally binding framework for this competition.

Numbers of suitable candidates sought:

medical doctors (at grade AD 10): 6;

– psychologists (at grade AD 6): 5.

This notice of competition covers two profiles/grades (medical doctors/AD 10 and psychologists/AD 6). You may apply for only one of them (see Section 6 of this notice, ‘How to apply’).

2. WHAT DUTIES CAN I EXPECT TO PERFORM?

2.1. Medical doctors

Medical doctors are posted in Brussels or Luxembourg (posts may be transferred to one of Parliament’s other places of work) and may be assigned the following tasks as part of Parliament’s occupational health activities:

– providing statutory and occupational health services, including but not limited to carrying out pre-recruitment and annual medicals, giving consultations, dealing with medical emergencies, practising preventive medicine, internal medicine and travel/tropical medicine and conducting public health and health policy work;

– drawing up medical and medical-administrative opinions and monitoring health in the workplace, and supporting Parliament staff who are returning to work following a medical absence;

– taking part in the work of various boards, including those dealing with workplace health, harassment, workplace ergonomics, invalidity and crisis management;

– liaising with outside doctors and/or hospitals on matters falling within their areas of activity;

– providing expert advice and other contributions in the field of clinical, occupational and public health medicine;

– writing research papers or otherwise contributing to the development of scientific medical research in the fields relevant to their role;

– performing duties in the field of medical preparedness and crisis management.

These duties call for interpersonal skills, the ability to respond effectively to unforeseen events, initiative, a rigorous approach, flexibility and an understanding of the importance of confidentiality and medical secrecy.

Medical doctors will be required to travel frequently to Strasbourg, and regularly to Parliament’s other place of work.

2.2. Psychologists

Psychologists are posted in Brussels or Luxembourg (posts may be transferred to one of Parliament’s other places of work) and play a key role in supporting the mental health and well-being of Parliament’s staff. They may be assigned the following tasks, among others, as part of Parliament’s occupational health activities:

– providing confidential psychological consultations to those in need of support in a work context;

– offering individual and team-based psychological support, including preventive care and post-incident intervention following psychologically challenging events;

– designing and delivering awareness-raising campaigns and sessions on mental health topics for all staff;

– managing mental health programmes and projects and ensuring that they align with organisational needs and the needs of those working for Parliament;

– advising HR staff, managers and healthcare professionals, both individually and through consultations, seminars and conferences;

– participating in committees and working groups on request;

– supporting people in high-stress or emotionally demanding roles (e.g. confidential counsellors, mediators, healthcare workers);

– contributing to crisis preparedness and coordinating or delivering psychological interventions during emergencies and support in crisis situations;

– liaising with external doctors and care providers, including hospitals, within the scope of their role;

– leading horizontal projects focused on mental health and psychosocial well-being at work;

– preparing or reviewing relevant studies, reports, articles and statistical analyses within the unit’s or directorate’s area of responsibility.

This role requires strong interpersonal skills, sound judgement, initiative, flexibility and a perfect understanding of the need to respect medical secrecy and the private sphere. The ability to respond effectively to unforeseen events and a structured, rigorous approach to work are essential.

Psychologists will be required to travel frequently to Strasbourg, and regularly to Parliament’s other places of work.

3. AM I ELIGIBLE?

On the closing date for applications, you must meet all the general and specific eligibility criteria listed below.

3.1. General eligibility criteria

3.1.1.   Compliance with Article 28 of the Staff Regulations

In accordance with Article 28 of the Staff Regulations, you must:

– be a national of an EU Member State*;

– enjoy full rights as a citizen;

– have fulfilled any obligations imposed on you by the laws on military service;

– be able to produce the appropriate character references as to your suitability for the performance of the duties involved in the role.

*Given the Bureau’s decision of 2 May 2018, and on the basis of Article 1(1)(i) of Annex III to the Staff Regulations, the Appointing Authority has decided to open this internal competition also to European Parliament officials and temporary agents who are not nationals of an EU Member State but are nationals of the United Kingdom.

NB: Given this, when completing the application form for this competition, nationals of the United Kingdom should tick the checkbox in Apply4EP stating that they are a national of one of the Member States.

3.1.2. Status and seniority

In accordance with Article 2 of the internal rules on the recruitment of officials and other servants (General Implementing Provisions of 17 October 2014), this internal competition is open only to staff of the European Parliament who also meet the following general eligibility criteria:

– Status: you must be serving as an official with one of the following administrative statuses listed in Article 35 of the Staff Regulations: (a) ‘active employment’, (b) ‘secondment’, (e) ‘leave for military service’, or (f) ‘parental leave or family leave’, or as a member of the temporary staff (as defined in Title II of the Conditions of Employment of Other Servants (‘the CEOS’)); and

– Seniority: you must have been in the service of the European Parliament for at least three years, as an official with one or more of the administrative statuses referred to above and/or as a member of the temporary staff and/or as a member of the contract staff (as defined, respectively, in Title II, ‘Temporary staff’, and Title IV ‘Contract staff’, of the CEOS).

3.2. Specific eligibility criteria

3.2.1. Education

For medical doctors, you must have completed:

– a level of education corresponding to completed university studies, attested by a diploma that entitles you to practise medicine and is recognised in an EU Member State.

For psychologists, you must have completed:

– a level of education corresponding to completed university studies, attested by a diploma that entitles you to practise psychology and is recognised in an EU Member State.

All diplomas, whether issued in an EU Member State or in a non-EU country, must be recognised by an official body of an EU Member State, such as a ministry of education.

Candidates holding diplomas issued in a non-EU country must provide an EU statement of comparability for their diplomas with their application. If candidates do not hold a statement of comparability at the time of application, they must attach proof that they have submitted a request for a statement of comparability to the relevant national authority. They must nevertheless provide a statement of comparability prior to being recruited.

3.2.2. Professional experience

Medical doctors

After obtaining the educational qualifications giving access to the competition (see Section 3.2.1 above), you must have acquired at least 10 years’ professional experience relevant to the duties specified in Section 2.1 of this notice.

Psychologists

After obtaining the educational qualifications giving access to the competition (see Section 3.2.1. above), you must have acquired at least 2 years’ professional experience relevant to the duties specified in Section 2.2 of this notice.

3.2.3. Knowledge of languages

You must have a thorough knowledge (at least level C1 in the Common European Framework of Reference for Languages) of one of the EU’s official languages (language 1): Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish or Swedish;

and

a satisfactory knowledge (at least level B2 in the Common European Framework of Reference for Languages) of English or French (language 2).

Language 2 must be different from language 1.

The language registered as your main language in HRM Portal (Streamline) will be regarded as your language 1. That language cannot be changed.

You are therefore asked to:

1. check your main language in HRM Portal (Streamline);

2. in your application file, select your main language as your language 1;

3. in your application file, select either English or French as your language 2, which is the language in which you will sit the tests (interview and scenario-based exercise).

Candidates whose main language (language 1) is English or French are required to have a satisfactory knowledge of the other language (language 2), i.e. French or English.

Please note that you must have the minimum levels specified above in each area of language skills (speaking, writing, reading and listening). These skills correspond to those outlined in the Common European Framework of Reference for Languages, with C2 being the highest level and A1 the lowest.

Please note that the second-language options for this competition, i.e. English and French, have been selected in the interest of the service. Given the needs of the European Parliament’s medical departments as regards internal communication and interaction with patients and local doctors or hospitals, and in the context of the wider human resources community and Parliament’s line management, these two languages are the most widely used. In addition, knowledge of one of these languages is required to perform the tasks described in Section 2 of this notice.

You are required to have at least three years’ service in the European Parliament (see Section 3.1.2), which means that you will already have been required to work in at least one of the two languages and will therefore have been able to acquire a sufficient level of knowledge appropriate to the performance of your tasks and the exercise of your responsibilities.

In balancing the interests of the service and the needs and abilities of candidates, the European Parliament is entitled to require knowledge of one of these two languages, regardless of the candidate’s main language (language 1).

Lastly, if your main language (language 1) is English or French, you are required to have satisfactory knowledge of the other language. You must therefore select French or English as your second language (language 2).

 

4. HOW WILL THE COMPETITION BE ORGANISED?

The competition will be conducted on the basis of qualifications and tests.

It consists of two stages:

– eligibility criteria check and assessment of qualifications;

– oral tests:

a) interview,

b) scenario-based exercise.

4.1. Eligibility criteria check and assessment of qualifications

4.1.1. Eligibility criteria check

For each profile/grade, the Appointing Authority will draw up a list of candidates who declare that they meet the criteria laid down in Section 3.1.1. of the notice and who have submitted their application file in accordance with the arrangements and by the deadline stipulated in Section 6,‘How to apply’, of the notice. This list will be sent to the Chair of the selection board.

For each profile/grade, the selection board will check the general and specific eligibility of all candidates on the Appointing Authority’s list and will draw up a list of candidates who comply with the general eligibility criteria outlined in Section 3.1 and the specific eligibility criteria in Section 3.2 of this notice. Candidates on this list will be admitted to the competition.

The selection board will base its decisions on the information given on the application form and substantiated by the supporting documents submitted with the application (see the Guide for further details). The selection board may verify the length of candidates’ service and career in Parliament via HRM Portal.

4.1.2. Assessment of qualifications

On the basis of a pre-defined assessment grid, the selection board will assess the qualifications of all admitted candidates and draw up a list of the 12 highest scoring candidates for the ‘medical doctor’ profile and the 10 highest scoring candidates for the ‘psychologist’ profile. These candidates will be invited to the oral tests. The selection board will invite any candidates tied for the final qualifying place.

When assessing candidates’ qualifications, the selection board will take particular account of the following aspects (to be substantiated by supporting documents enclosed with the application file).

Medical doctors

– Experience, as part of the minimum number of years of professional experience required for the grade, in a combination of the following areas: general medicine, occupational medicine, emergency medicine, internal medicine and public health medicine

– Experience, over and above the minimum number of years of experience required for the grade, in one of the following areas: general medicine, occupational medicine or emergency medicine

– Experience acquired in other areas, such as internal medicine, travel/tropical medicine, preventive medicine or public health

– Experience in life-saving medical procedures and disaster medicine (e.g. drawing up disaster plans)

– Knowledge of the emergency medical arrangements in Brussels, Luxembourg and/or Strasbourg and of medical and welfare organisations in Parliament’s places of work

– Any specialisations officially recognised in an EU Member State in the fields of occupational medicine, emergency medicine, internal medicine, travel/tropical medicine, preventive medicine or public health

– Experience of working in a multidisciplinary team

– Experience of working in a European and/or international environment

– Knowledge of office systems: Word, email, internet/intranet, Excel, PowerPoint, medical software (computerised medical files).

Marking: 0 to 20 points.

Psychologists

– Experience, as part of the minimum number of years of professional experience required for the grade, in any specialisation relevant to the job

– Experience, over and above the minimum number of years of experience required for the grade, in psychology

– Experience in managing communication campaigns on topics relevant to the field (awareness raising, training sessions, conferences, etc.)

– Experience in project management

Marking: 0 to 20 points.

You will be notified individually, by email, of whether or not the selection board has decided to admit you to the tests.

4.2. Oral tests

Medical doctors

The following oral tests will be held to assess candidates’ ability to perform the duties described in Section 2.1.

(a) An interview with the selection board, in language 2, to assess candidates’ suitability to perform the duties described in Section 2.1 in a European institution

– Maximum time allowed: 45 minutes

– Marking: 0 to 40 points

– Pass mark: 20 points

(b) A scenario-based exercise, in language 2, to enable the selection board to assess candidates’ suitability to perform the duties described in Section 2.1 in a European institution. The scenario-based exercise will also assess the candidates’ problem-solving and decision-making skills and their performance in a clinical setting, in handling occupational health issues, or in a medical emergency.

– Maximum time allowed: 20 minutes

– Marking: 0 to 20 points

– Pass mark: 10 points

Psychologists

The following oral tests will be held to assess candidates’ ability to perform the duties described in Section 2.2.

(a) An interview with the selection board, in language 2, to assess candidates’ suitability to perform the duties described in Section 2.2 in a European institution.

– Maximum time allowed: 45 minutes

– Marking: 0 to 40 points

– Pass mark: 20 points

 (b) A scenario-based exercise, in language 2, to enable the selection board to assess candidates’ suitability to perform the duties described in Section 2.2 in a European institution. The scenario-based exercise will also assess the candidates’ problem-solving and decision-making skills and their performance in handling issues relating to occupational health and psychosocial risks.

– Maximum time allowed: 20 minutes

– Marking: 0 to 20 points

– Pass mark: 10 points

Candidates will receive instructions in good time prior to the oral tests. Each test will take place at a specific time on a specific date.

Candidates who do not reply to an invitation, who cannot be contacted by email or who fail to attend a test may be disqualified. Candidates must follow the instructions to the letter. Any failure to follow the instructions or any action not consistent with the instructions may lead to immediate disqualification.

5. LIST OF SUITABLE CANDIDATES

The selection board will draw up a list of suitable candidates for each profile/grade, as laid down in Section 1This list will consist of the eligible candidates with the highest overall scores in the competition (assessment of qualifications and oral tests) for each profile/grade, provided they have passed each of the oral tests.

The list will include any candidates tied for the final qualifying place for each profile/grade. Candidates will be listed in alphabetical order.

Candidates will be notified individually of their results. The list of suitable candidates will also be published on the European Parliament’s intranet.

The list of suitable candidates will be valid until 31 December 2028. The Appointing Authority may decide to extend its validity beyond that date. In this case, the candidates on the list will be informed at the relevant time.

Candidates who are offered a job will be required to produce the originals of all requisite documents for verification, including diplomas and employment certificates.

Inclusion on a list of suitable candidates does not constitute a guarantee of recruitment, nor does it grant a right to recruitment.

6. HOW TO APPLY

You must read the Guide carefully before completing the application form and must provide the relevant supporting documents.

NB: When applying online, you must specify the profile/grade for which you are applying (medical doctors/AD 10 or psychologists/AD 6). You can apply for only one profile/grade.
